Revised Chapter 14 Passes PA Senate
Harrisburg – Pennsylvania’s Senate approved a reworked version of Chapter 14, a PA law that prevents utility companies from shutting off services to customers, which expired last year. The revamped version of the law is largely unchanged from the original but extends the timeframe for repayment of debts to utility collectors and lengthens the period for which consumers can receive a medical waiver to keep continuous service. It is unclear whether the new version of Chapter 14 will pass in the PA House, where many representatives have advocated greater changes. A disagreement between the chambers of the General Assembly caused lawmakers to fail to renew the law in December 2024, but the Public Utilities Commission voted to extend enforcement of it through this winter.
