Man Charged After Child Stands in Rain for Hours
Oil City – An Oil City man named Tyson Doutt has been charged with two counts of endangering the welfare of children after police say that last week he left an eight-year-old child locked outside in freezing weather while he was away using drugs. They also say that Doutt took the eight-year-old’s younger sibling with him while using the drugs at another house. Police were called on February 13th when the older child sought shelter from the freezing rain at a neighbor’s home three hours after getting out of school and it still took another hour to contact Doutt.
